I rejected choice (c) as there was no commonality between being a president and senator. I don't see any proper answer. unless we are trying to say that both are in politics or something in that line. Does GMAT allows this missing context?

To answer your query, yes; the point of comparison here is that both Al Gore and his father held elected offices; this is a perfectly acceptable comparison.
