(B) all the Communist party conference’s Moscow proceedings were not carried live
(C) all the Communist party conference Moscow proceedings have not been carried alive
(D) not all the Communist party conference Moscow proceedings have been carried alive

Lut us restirct our discussion to A, B and E because of wrong usage of alive in C and D.
How to decide the correct sequence of words

(A) and (B) seem to distort the meaning of the sentence. They claim that "all proceedings were not carried live" (equate that to "no proceedings were carried live")

(E), on the other hand, claims that "not all proceedings were carried live" (equate that to "some proceedings were not carried live"). This is succinct and best conveys the intended message.

E.
IMO, both A and E are correct.
But E is stronger than A. Placing NOT before ALL shows stronger support for the rest of the sentence. briefly, authors like to emphasize sth, rather than simply say.

Very good point even i selected E for the same purpose !!!

are two different contxts all together !!!
