Tallest will be used to compare more than 2 person.. Here only 2 persona are there so correct answer will be B

I agree with the explanation. Since 2 people are being compared, there is no need of superlative degree (God I hate it).

Comparative vs superlative form

As we are comparing between 2, need to use comparative: Taller s/b be used.
If Mandy was compared to family or group, then we can use superlative form : tallest
