By walk = 45 seconds per block, then for 45 blocks, 1800 seconds.
By subway = z seconds per block, then 40z seconds for 40 blocks.

1800 = 20min + 40z
1800 = 20*60 + 40z
40z = 600
z = 15

D is the answer.

40 blocks · 45 seconds - 20 minutes · 60 seconds = 40 blocks · z seconds
45-30=z
15=z

Question says that time taken for the subway for 20 minutes and arrive at her office at exactly the same time she would have arrived by walking

Best way was to use the values, start from end, so since its a subway we can start with the extreme value
20*60 + 40 * z = 45*40

20*60 + 40*20 != 45 *40

20*60 + 40*15 = 45 *40

Answer D

------------ Rate(block/sec)----------Time(sec)-----------Distance(blocks)
walk----------1/45----------------- t ------------------40
subway--------1/z------------------(t-1200)-------------40 --> wait time is 20 min i.e.1200 sec. hence (t-1200)

after solving above RT=D equation for walking ,

t =1800 sec ,
therefore , t-1200 =600 sec

now solve for the 'Z' by putting t=600 in subway equation.

1/z * 600 =400 (solve this)
hence , Z =15
