CEO of a newspaper company: In the last six months, we have faced a 20% increase in the delay of newspaper delivery. This issue will be resolved if we ensure that all our papers are packed and ready to be delivered by 3 a.m. every day.

Which of the following, if true, casts the most doubt on the effectiveness of the solution proposed by the CEO?

A. Most branches of the newspaper deliver their papers well before the recipients wake up every morning

The CEO's solution is regarding the branches where there is a delay in newspaper delivery. This option doesn't affect the solution proposed by the CEO. INCORRECT

B. Some of the company’s branch managers do not believe that the delays can be avoided.

May be the reason why some branch managers do not believe delays can be avoided is that the newpapers are not ready to be picked up for delivery on time. If the CEO's solution improves the pick up time then the delivery time can be improved. This doesn't affect the CEO's solution. INCORRECT

C. The inefficiency of the delivery service is what leads to the delay in delivery in most cases.

If the inefficiency of the delivery service is what causing the delay then the CEO's solution of making the papers ready for delivery by 3AM doesn't affect the delivery system and casts more doubt on the CEO's proposed solution

D. Many location heads completely support the CEO’s suggestion

This option only supports the CEO's solution but the question is asking for an option that casts more doubt INCORRECT

E. Some of the company’s employees believe that the papers cannot be ready before 3.30 a.m.

If the papers are not ready before 3:30AM then the CEO's solution is only going to help on the delivery time. This doesn't cast doubt on CEO's proposed solution. INCORRECT
