(1) Of the 700 transfer students graduating, 300 are graduating with honors.

(2) Fifty percent more transfer students than 4-year students are graduating with honors.

To calculate the fraction of the students who graduate with honors, we need
Number of transfer students / Number of the students who graduate with honors

Stmt1 does not give info about total number of students who graduated with honors.
hence INSUFF

stmt2 says:
if F 4 year students are graduating with honors, then 3F/2 Transfer students are graduatig with honors.
Which means, total = F+3F/2 = 5F/2

Hence Ratio = 3F/2 / 5F/2 = 3/5

IMO B
