The claim of safety made in the passage above rests on the presumption that:

A `Express Route Lanes' is a concept in urban planning that has not yet been put into the practice of building city highways. Negating this will not effect conclusion.
B Any problems with city highways involving accidents, or traffic flow, would be eliminated by building `Express Route Lanes'.This is a better choice, I won't agree completely with this choice, but we don't have a better choice other than this.

I don't agree with the extreme terms used in this choice. Building `Express Route Lanes' --> All Problems with city highways involving accidents

C The strategy of `Express Route Lanes' would require a rethinking of how urban planners look at city highways. OFS,Irrelavent
D The primary goal of urban planners is to build highways that prevent traffic jams, regardless of cost. Irrelevant, That's no an assumption.
E `Express Route Lanes' could be achieved by adjusting the speed limits for different lanes of a city highway Irrelavant, We are least bothered about how they are building. This is a trap where we may bring external knowledge.

Is the extreme choice B required to be True? What if not ANY but 95% of the problems can be solved? I don't think this assumption is necessary for the conclusion. Experts please help
