(A) and that does even not account with
(B) but even that does not account for
(C) but that it does not even account with
(D) and that this scheme even does not account for
(E) but that this scheme does not account even for

Option A --> incorrect usage of "does even not" makes sentence meaning unclear.
Option B --> Correct.Statement properly presents the intended meaning and contrast that the first clause is trying to establish.
Option C --> "Account with" in non-idiomatic , "account for" is proper usage.
Option D --> "and" presents the parallelism which is not intended in the suggested meaning, which calls for comparison.
Option E --> "but that this scheme" is too wordy
