The answer is E.

(1) and (2) are obviously insufficient on their own: each only mention 1 year, not enough to say anything about the difference.
Combined, we still don't have enough information - we have to know if and how the industry changed during this period. there's no basis of comparison between 0.2 of one total and 0.25 of another total, without knowing anything about the relation between the totals.
