As per question, 3x + 9 = (3/4)y

or y = 12 + 4x. Hence C

Though this is a simple and straightforward question, do you think it would be a good idea to make all the Answer choices Math friendly?

9 +3x = 3y/4
y= 4*(9+3x)/3 = 4 *(3+x) = 12+4x

Answer C
