this is a modifier SC question.The first Phrase before comma is describing republican - president. So the president should follow the phrase and the action should be performed by president.
Please correct me if my explination is incorrect

I agree with GMATNER on this one. The president is a republican & not the directive

President's directive cannot make the move but the president.
D cannot be the answer because it uses past perfect but there is no reference to any event occurring before the "move".
Not sure about C, maybe wordy.
Please correct me if I'm wrong, I'm still learning.

In an unusual move for a Republican, ==> anything after this should be independent clause with the clear subject (the President).

We narrow it down to C, D, & E

E- is precise and short and convey the message clearly
