Il go for C

The argument is taking just one condition " T's economic growth is higher than H and hence T is further technologically advanced than is H". So it considers economic growth leads to technological advancement.

B for me - the conclusion in of tech is not consistent with evidence of taxes between the two cities

Economy A is better than Economy B because of better technology. Is this inconsistent? In my opinion, no, as it is a reasonable conclusion based on the evidence presented.

Because of more advanced technology. What about better workers? More educated work force? Clearly, (C) highlights this issue
