Target question: Is q a negative number?
Statement 2:-4q is a negative number.
We know the following:
i) (POSITIVE)(POSITIVE) = POSITIVE
ii) (NEGATIVE)(POSITIVE) = NEGATIVE
iii) (NEGATIVE)(NEGATIVE) = POSITIVE
So, statement 1 basically tells us that (NEGATIVE)(q) = NEGATIVE
So, from rule ii, we can see that q must be POSITIVE
In other words q is NOT negative
Since we can answer the target question with certainty, statement 1 is SUFFICIENT
Statement 2: -q is a negative number
-q = (-1)(q). So, (-1)(q) is a negative number
So, statement 2 basically tells us that (NEGATIVE)(q) = NEGATIVE
So, from rule ii, we can see that q must be POSITIVE
In other words q is NOT negative
Since we can answer the target question with certainty, statement 2 is SUFFICIENT

FROM STATEMENT - I ( SUFFICIENT )
Since -4q is -ve q = +ve
So, q is not a negative number...
FROM STATEMENT - II ( SUFFICIENT )
Since -4q is -ve q = +ve
So, q is not a negative number...
Hence, EACH statement ALONE is sufficient to answer the question asked, answer will be (D)
