KarishmaB, how can the OA be the OA?

Option (D) is irrelevant to the argument because we are given this in the argument: 
 It is well known that larger commercial jets are flown by flight crews more experienced on average than the flight crews on smaller private jets. 

On average, crews of commerical jets are more experienced. It doesn't matter what proportion of commercial pilots fly private jets too. This will remain true. 

Hence option (D) is not useful to evaluate and hence is the answer.

But what if the answer to option D is 100%, i.e. all the small jets were flown by the pilots who have flown larger jets. In that case the comparison in the conclusion won't hold. But for other proportions say anything <50% we can say that ok, this has nothing to do with the conclusion because we are given that the average yada yada yada...

Note that a situation contrary to a given premise is not possible and you are given in the argument:
It is well known that larger commercial jets are flown by flight crews more experienced on average than the flight crews on smaller private jets.

Also note that we are talking about averages. It is possible that smaller jets are flown by pilots who do have commercial jet experience but for a short time. Say they flew commercial jets for 2 yrs and are now flying smaller jets. Most commercial jet pilots now are those with say 15 yrs experience. There are  some with lower experience too (say 1 year) but overall commercial jet pilots have more experience on average.
