The idiomatic construction of consider + noun + adjective is expressed correctly by answer choice (D). The rest of the answer choices are unidiomatic and incorrect in the GMAT.

“Consider the most practical” is the correct idiom.
Consider to be in A and C,
Missing the superlative degree marker ‘the’ in A and B and
Consider as in E are out of the reckoning as unidiomatic.
D is the answer.
An unlikely question in GMAT as a standalone idiom topic, but good for basic learning.

I think the correct answer here is D, an option sound in both meaning and grammar. E will be eliminated for the incorrect idiomatic expression 'consider.........as'. An article (the) is needed before the words 'most practical' in answer options A and B. The incorrect idiomatic expression 'consider.........to be' found in options C and A seems unnecessarily wordy. Therefore, D looks the best option.

E would be the right answer as the 'to be' makes it passive. And since many consider there should be as the most practical.

Many consider two-wheeled vehicles to be most practical of the personal transport solutions for mobility within a bustling metropolitan center.

A. to be most practical
B. most practical
C. to be the most practical
D. the most practical
E. as the most practical

Going by the meaning two-wheeled vehicles are most practical among the transport means in the city. Since it is the one solution 'the' must be used to address it so A and B are out.
People already consider two-wheeled vehicles 'to be' mustn't be there. It is a general phenomenon so C is out.
Between D and E, E is correct since practicality is a role that two-wheeled vehicles play so 'as' s required.

IMO answer E.

B. most practical, Correct.
C. to be the most practical. Incorrect, because “consider…..to be” is not correct

OFFICIAL EXPLANATION

Many consider two-wheeled vehicles to be most practical of the personal transport solutions for mobility within a bustling metropolitan center.

A. to be most practical

This answer choice is grammatically incorrect as it uses the Superlative form incorrectly. The correct Superlative form is the most, not just most.

B. most practical

This answer choice repeats the original mistake. The correct Superlative form is the most, not just most.

C. to be the most practical

This answer choice corrects the original superlative mistake by adding the before most and is grammatically correct. Stylistically, however, it is not the best of the five answer choices. Using to be after the verb consider is redundant.

The lesson to be learned here is not to automatically choose the first answer choice that corrects the original mistake. Remember that in Sentence Correction questions, we do not choose a correct answer but rather eliminate four incorrect answer choices and choose the last one standing.

After eliminating answer choices that repeat the original mistake (if there is one), you have to go over all the remaining answer choices carefully and compare them word for word. This is the only way you'll be able to correctly eliminate all but one of them.

D. the most practical

This answer choice is both grammatically correct and stylistically effective.

From a grammatical viewpoint, it corrects the original Superlative mistake by adding the before most.

From a stylistic viewpoint, it omits the words to be after the verb consider, thus making the sentence more concise.

E. as the most practical

While it corrects the original Superlative mistake by adding the before most and is grammatically correct, stylistically, this answer choice is not the best of the five answer choices. Using as after the verb consider is redundant.

There's another grammatically correct answer choice that is also more concise than this one. Look for it!
