VERITAS PREP OFFICIAL SOLUTION:

This question has two major decision points: 1) word choice around the subjunctive mood and 2) pronoun agreement. Taking a look at the end of the underlined portion, you have a choice between “they” and “it” for our pronoun. Because the pronoun refers to the plural “crops,” the correct pronoun must be “they,” meaning that you can get rid of answer choices (B), (D), and (E).

The difference between (A) and (C) is that one requires that crops “be” grown, while the other requires that crops “are” grown. The GMAT is testing whether test takers are comfortable with using the subjunctive when discussing opinions, beliefs, purposes, or desires. The construction “require that” must always be followed by the infinitive form of the verb (in this case, “to be grown”) with the “to” removed. The correct answer is therefore (C).

I think Veritas Prep did a small mistake, so I would not follow this advice 100%. When they say that the pronoun "they" refers to the plural "crops" it is a mistake. "They" is referring to "swathes". Since it follows "X of Y" and "X" takes to be the subject. If "swathes" were singluar and "crops" still plural then the pronoun must change to "it".
