any large tick marks = 1/5x with 0<x<5, x integer
any small tick marks = 1/7y with 0<y<7, y integer

the distance = |1/5*x - 1/7*y| = |7x - 5y|/35

distance (min) when |7x - 5y|(min) => x = 1, y = 1

the distance(min) = 2/35

if x = 3, y = 4, the distance(min) = 1/35

just numerate the line in the increments (fives and sevens)
