I'd put it the "I'd be happy to study at your school, but have financial constraints that force me to blahblahblah" way and go for it - given that you really won't go if the amount doesn't increase.

I agree with this approach. Also, I don't think there is too much risk involved even if you really DO want to attend despite the "financial constraints".

Just a quick hint for curiouss. While this issue may be resolved/outdated for you, the thread may still be useful for other forum members - especially as there is some constructive response. A good approach would be to not remove the question, but just to add "Update: issue resolved" at the end of your first post.
