With all the recent news of steroid abuse in baseball, Congress has worried that the young fans of baseball will be tempted to try steroids, so they have argued that stiffer drug testing and stiffer penalties need to be in place in order to discourage steroid use at the professional level. For their part, Major League Baseball has disagreed to the required stiffer penalties and testing, citing the interference of Congress as a negative impact on younger fans.

It should be E - This is how I dissected the questions. Baseball league states fans will feel negative, why? because fans love players and do/follow them, so there is a chance that fans will find it odd for congress to intervene.
