During the economic recession of 2008-09, insurance companies incurred substantial losses marketing elaborate insurance products that, due to a decline in consumer interest in complex insurance products, were never sold.

A- interest in complex insurance products, were never
CORRECT

B- interest in complex insurance products, never was
Plural verb "WERE" should be used for plural noun "PRODUCTS". Hence Incorrect.

C- interest, the complex insurance products, was never
INTEREST was not a PRODUCT per se. Plural verb "WERE" should be used for plural noun "PRODUCTS". Hence Incorrect.

D- interest in complex insurance products, the products were never
There is no need to use "The products" again since THAT is already mentioned in non-underlined portion. Hence Incorrect.

E- interest, they were never[/quote]
Interest in WHAT????? Use of THEY leads to RUN-ON. Hence Incorrect.

How do we know that 'were' is used for Products only?

The word 'that' after products signals that more information about 'products' is going to follow. In other words 'that' here is acting as a modifier.
And since 'products' is plural, we need a plural verb 'were' to follow to make grammatical sense.
