Perimeter = 10 + 4 + 2 + x (leg from 2 to 2) + 2 + 2 + 3 + y (leg from 3 to 4) + 4 + [(x - 2 + y) + 4]
Since we have two unknowns, the perimeter cannot be determined from the information above.
Answer is E.

Part of width is not provided and there are no ways to derive the values also. So (E)

If angles were square, top and bottom side lengths would be equal. If angles were square, we could add segment lengths on bottom to get its side length.

Top side length = 10
Bottom side length = 11

So angles are not square. Short side or sides cannot be vertical.

Without known right angles and/or straight lines, there is no way to find the three missing values.
