Conclusion: The nuclear power plant has issues, but not so grave.

Was initially confused with Option A (after negating the conclusion got affected), but did not make much relevance.
If the future of nuclear power plant is uncertain, then how can we say issue is not grave. Hence, Option D.

conclusion of the argument:
after all, their operation has caused no more harm than that caused by pollution generated by coal-and oil-burning power plants, the most important other sources of energy.

negating options we see D breaks the conclusion :

The harm that a nuclear power plant is likely to cause as it continues to operate cannot be reliably predicted from the past history of nuclear power plants.
