the correct answer as per Manhattan GRE 5lb is C BUT How come?
"buying lottery tickets is a form of gambling" is a Fact, not assumption and "public officials shouldn’t buy lottery tickets" is the CONCLUSION. (C) Public officials shouldn’t gamble. is also the conclusion. the author of this question begging the question of why the officials shouldn't buy a damn ticket :?

In Assumption question our purpose is to find a sentence/option which would support in proving the conclusion correct.

If you look at the options . Option C supports the conclusion that Therefore, public officials shouldn’t buy
lottery tickets.

While many people think of the lottery as a harmless way to have fun and possibly win some
money, buying lottery tickets is a form of gambling -------- Assumption ---------------- Therefore, public officials shouldn’t buy
lottery tickets.

Now it looks more logical. I missed the part "while many people" which make it an assumption, not a fact. thank you so much for your perfect clear explanation.
