Statement 1- We know the rate of growth of population, hence we can calculate the year when the population hit 250,000 level. The mathematics involved is below-
Population January 1,1999=50,000
Population January 1,2000=100,000
Population January 1,2001=200,000
Population January 1,2002=400,000
Thus population level hit 250,000 in the year 2001
Statement 1 is sufficient

Statement 2- It doesn,t tell us anything. we cannot assume the rate of population increase to be uniform so as to calculate the rate of growth and then the year when population became 250,000. Not Sufficient.

Hence the answer is A

Statement 1
Population doubles each year. So 25000, then 50000, then 10000,.. so on. We will be able to calculate the exact year when it reaches 250,000. Sufficient.

Statement 2
Population at the start of 2003 is given, but from 1998 to 2003 we don't know if the population followed a specific sequence (eg., Arithmetic Progression or Geometric Progression or something like that). Its possible that population was 200,000 at start of 2002 and suddenly increased to 800,000 or it might have followed an Arithmetic Progression. So we cant say. Not sufficient.

Hence A answer

Statement 1 :

If population doubles each year then

1st Year -25000
2nd Year - 50000
3rd Year - 100000
4th Year - 200000
5th Year - During this year the population will reach 250000

Sufficient

Statement 2 :

Statement 2 does not specify the rate at which the population grew, it could have grown by 1 person in 1st year or 500000 in first year .

InSufficient
