Statement 1 :

If population doubles each year then

1st Year -25000
2nd Year - 50000
3rd Year - 100000
4th Year - 200000
5th Year - During this year the population will reach 250000

Sufficient

Statement 2 :

Statement 2 does not specify the rate at which the population grew, it could have grown by 1 person in 1st year or 500000 in first year .
