it's a little confusing. what is the definition of per capita income? I think it's the "total income/pupulation". Do you guys agree?

We must see whether there is another reason or not? My assuming A, we can be sure that the reason mentioned is the only reason.

Try negating (A), and if the stimulus falls apart then it is a perfectly plausible assumption.
