I think it is C with B as a close second. C is linked to consumers purchasing habits and the price supports so it is the best answer.

if the prices for dairy are the same then consumers will have more dough to spend on non-dairy stuff

Clear winner C.

The author assumes that since the price of dairy products will take up a big proportion og the food budget, less money would be spent on other food stuffs, causing concern to other food industries.
