When it comes to the GMAT, you do NOT need to be a 'fast' reader, but since you do need to reasonably understand what you are reading, "skimming" text is not a good idea either. Reading at a reasonable pace - and consistently taking organized notes - are both really important aspects of scoring at a high level in RC (and every other question type on the GMAT).

so to answer ur queries to help me further.
1) How long have you studied? How many hours do you typically study each week?
Till now about 300 hours
since last week studying for around 40 hours approx . from this week planning to increase that
RC i am yet to touch, just started and solved just 3 RC in
OG thats all.
2) What study materials have you used so far?
egmat , and veritas
3) On what dates did you take EACH of your CATs/mocks and how did you score on EACH (including the Quant and Verbal Scaled Scores for EACH)?
about a year ago, when i started preparing quant was 36, and verbal was 24 .
gmatclub quants test i took a month ago, 3 tests it hovers between 45 and 49
Goals:
4) What is your overall goal score?
750 Plus
5) When are you planning to take the GMAT?
This December
6) When are you planning to apply to Business School?
by July - August 2020
7) What Schools are you planning to apply to?
Chicago booth, columbia, wharton, harvard
