A and B are out as we need "is" for teache
C is awkward - as many than...should be as many as
E uses as many as there were - for teacher !

that leaves B as the answer

It can't be B.B says:
there are now one teacher for every thirty one students in california's elementary schools, not nearly as many as there were
are - teacher. S-V agreement..it needs to be is - teacher

My answer: E.

As many As
Correctly compares the number of teacher/student ratio now to teacher/student ratio five years ago


D is wrong because it compares the teacher/student ratio now to 'Five years', which is incorrect.
