Do on campus. I know they say it doesnt make a difference, but I'd choose on campus for a few reasons.
1) It shows you are motivated. I don't care what they say to people - it shows a real desire to attend. They also say "GMAT is just one part" but the numbers clearly speak for themselves. So, I'm skeptical of the "we don't care" view.
2) If you are waitlisted, you can send them a note adressing your desire to go to the school and reference your experience visiting it. If you've never visited, it's going to be hard to convince them you really want the school. "he wants it so bad he's never even visited?"
3) You MIGHT be interviewed by a decision maker rather than alum. You never know, but when it comes time to make a decision on you, you might be lucky enough to have the person that did interview you in the room with the rest of the commitee. (I suppose if you botch it, this would be bad).
