Glad to help.

In Inequalities the signs indicate as follows:

1. X > 3 >> Implies X is any number greater than 3 but not equal to 3.
2. X >= 3 >> Implies X is any number greater than 3, including 3.
3. X < 3 >> Implies X is any number less than 3, but not 3
4. X <= 3 >> implies X is any number less than or equal to 3.

Option D is 3rd case, in which X cannot be 3. But according to QS, X can be 3. Hence Option D is incorrect.

D is not "always true" since you can choose x = 3.5 or any value greater than or equal to 3 but less than 4 for x.

Hence the correct answer must incorporate the range -8 < x < 4.
