1.The economics department will offer a course in spatial econometrics if more than 14 students sign up for the course.
A: X>14, X=15 is in the range

2. The economics department cannot spend more than $800 on Eviews software unless more than 10 students sign up for the course.
A: First, there are at least 15 students required for the course. Secondly the budget allotted is of $1000 regardless the number of students.

3. The graduate coordinator believes that the economics department will be able to open the course.
As said by the coordinator " In fact, there is a good chance that we will have more than 15 students in the course by the deadline" he believes it will be possible.

However, for Sufficiency, other factors viz. budget, faculty etc may or may not be considered (Not known using the stimulus)

Hence, Cannot be conclusively determined that 'The economics department will offer a course in spatial econometrics if more than 14 students sign up for the course.'
