A test score basically demonstrates your quant and verbal ability. If you are able to demonstrate vert strong quant ability via your experience on your CV and your letters, then you can consider a waiver. However, strictly from a personal standpoint, I have felt that a waiver has the tendency to put your application at a slight disadvantage

Hi. I applied with a GMAT 620 but then sent an updated score of 680. The primary reason for choosing UCR was the strong alumni network and the feedback I received. Also, I received a significant scholarship. So that was another factor to consider.
