A looks fine to me. D and E are definitely out. The others have some sort of tense issues.

I think its B. I dont like how A separates 'led to the construction...of three separate sewer systems' by inserting 'beteween 1876 and 1904'
in B, the thought flows smoothly. although, i agree that a perfect tense is non necessary in B.

B and E have present perfect which makes them totally incorrect.

agree with Gmat blows.It is the concern that led to the construction of the sewer systems...I would say b for the following reasons.
DICTION+CLARITY+IDIOm(usage of between)
otherwise a.Definitely not c,d,e. :lol:

Its A,

B is totally wrong for the use of "Have Led" which implies that the construction started at some point in the past but is continuing today.

example of the correct use could be

"The construction of the olympic sites have led to mass protests"
