Ans B
C is ruled out because idiomatically wrong. "not only...but also" is the correct usage. D seems wordy and awkward. "but also it does quantify"? A also is wordy in a similar manner."but also it can be used to quantify". also A is not parrallel. E redundantly uses "the method" twice when once can be enough. B is lucid and clear.
