My take at this.

Pre think -> Proliferation -> rapid increase of something, meant that something happened in past which is still continuing, the effect of personal computing is still there

With Pre think in mind, I eliminated option A B and D.

C) started in 1998 with the advent of internet that has been continuing since
has been is correct here, but the meaning gets distorted, 2 things happened, its not because of advent of internet, but because of rapid increase, people own more computers

E) started in 1998 with the advent of the internet and has been continuing since
Correct Answer, and is required here.

Quote which i can relate to.
Many of life's failures happen with people who do not realize how close they were to success when they gave up.
