Using compound P,(bla bla),as medicine is still a taboo for many doctors in the present, as it was in the past.

Watching tv when you should be studying is still seen as a crime today by mothers ,as it was in earlier days.

IMO C.
The sentence compares a notion over two time periods for certain people. Present- is still a taboo for many doctors
Past- it was a taboo for those (doctors) in the past.
Concise form : is still a taboo for many doctors as it was for those (doctors) in the past.
