This is how I tried.
First lets try
Stat b) 100 X = 512300 then we get X = 5123, and here hundreds digit is 1. --> sufficient.
Stat a) X is rounded to the nearest hundreds and number is 5100.
We can't determine this if the number is 5100, 5101,5102 till 5199 we assume any number. If 5199 is number then we can round the number to 5200. --> Insufficient.
Thus Stat b is sufficient.
