P=2Q-4 will not give you the ratio of Pand Q however from 2nd statement P:Q=7:4 so B is the answer

1) P=2Q-4
P= 2(Q-2)

P/Q= 2(Q-2)/Q

We have no idea about the value of Q.
Hence not sufficient.

2) 4P=7Q
P/Q=7/4
