Hi,
In my 2 cents

a new military era can be said to have begun as.....
Followed by "as" is the explanation why such era began.This action took place in the past;hence it is wrong to use present tense(take).

B clearly. D E can be eliminated easily as that contains unnecessary terms .C is logically incorrect. A has tense issues. B wins.
