A. A diamond dealer who had committed fraud, in February, Which in turns

B. Committing $2bn suspected fraud by a diamond dealer was

C. The commitment of suspected fraud by a diamond dealer has

D. A $2bn suspected fraud by a diamond dealer in February has

E. A suspected fraud, of $2bn, by a diamond dealer in February was

$2Bn is mentioned in option B, D and E while it is missing in original sentence.

Think it this way the main subject here is 'Fraud' now it is $2Bn fraud or $8Bn fraud won't have any effect on the answer.
$2Bn is just providing extra information about the Fraud.

So you mean an option with additional information (2Bn in this case) will be acceptable. Is there any such example in official questions.
