Solution:

The number of pounds of vegetables that are rotten is:

300 x 0.2 + 100 x 0.4 = 60 + 40 = 100

Therefore, out of the 400 pounds of vegetables, 100/400 = 1/4 = 25% is rotten.

Answer: D
