That will definitely depend on the school to which you're applying. Many schools have their own specific instructions, and others ask that you don't convert it at all!

Secondly, where should i look for the GPA criterion on the college sites, i mean under which header?

The rule for recommenders is really just to pick someone who knows you best. If you have someone who's the alumnus/alumna of your target school, and he or she champions your cause, then lucky you! They'd know someone inside the school and can actually champion your cause - but that's about it. It's really not about them coming from your dream school - it's about them believing in you.
