I also chose A as my answer. Here's how:
A) Looks good. "Approved April 24, 1800" modifies "the act." Essentially, this sentence is saying "the act of congress also established the Library of Congress." This clause is complete.

B) The act of congress approved April 24, 1800??? Isn't that a bit too late for the act of congress to approve how the calender year is set up??? calender year was established YEARS before the U.S. even existed. get my point?

C) Same issue as B, but also it suggests that April 24, 1800 made provision for the removal of the government??? you must be high on drugs if you think that a date can actually do such a thing ;)

D) "Approved" is a past participle acting as an adjective, so it MUST refer to noun attached to the next word after the comma. In this case, we have "making provision". So "making provision" approved April 24, 1800??? SINCE WHEN?? Are you kidding me?? lol

E) We have an issue with parallelism. We have "the act of congress MADE.....also ESTABLISHING." One is in the past and another one is in the present participle.

So answer A remains

A is indeed the right choice here.

B has a problem with parallelism. C illogically states a date was approved. D puts two modifiers ahead of the subject: act of Congress. The result is a sentence that is wordy, confusing, and ungrammatical. E contains faulty parallelism; "made provision" and "also establishing" are not parallel.

IMO A...
Friends, even if we concentrate on Verb form, we can eliminate all options but A. The act : Made...also Established. Right !!

I think first part of A is sentence fragment. Please advise how can be "made" parallel to "establish" ?
Why, please see below :-
Approved April 24, 1800, the act of Congress that made provision for the removal of the government of the United States to the new federal city, Washington. D.C., also established[/u] the Library of Congress.

Approved April 24, 1800 = Modifier
that made provision for the removal of the government of the United States to the new federal city = Essential Modifier

Washington. D.C.= Modifier modifying federal city.

also established= Everyone who says A is correct answer assuming "established" parallel to "made" so we can remove it, still sentence should make sense. You can remove second part of any parallel structure still first part will make sense.

Remaining sentence :
[strike]Approved April 24, 1800,[/strike] the act [strike]of Congress[/strike] [strike]that made provision for the removal of the government of the United States to the new federal city[/strike], [strike]Washington. D.C.[/strike].

Please advise if "also" is being used here as a connector not as adverb.
Please advise where is verb for subject "The Act" in first part of sentence.

E is incorrect because:
E. Approved April 24, 1800, the act of Congress made provision for the removal of the government of the United States to the new federal city, Washington, D.C., also establishing , if you use COMMA + ING you are modifying the preceding clause, you are saying something like "the act made provisions and the result of that is the "establishing of the LC".
B has the same problem, the COMMA + ING modifies the preceding clause
B. The act of Congress, which was approved April 24, 1800, <==making provision for the removal of the government of the United States to the new federal city, Washington, D.C., also established
Remember that COMMA + ING gives to the sentence a new meaning.

C has two errors:
C. The act of Congress approved April 24, 1800, which made provision for the removal of the government of the United States to the new federal city, Washington, D.C., and established
If the sentence were "the act of congress, which made" which could jump to the "act" and modify it (because "the act of Congress" is a noun phrase); but in this sentence "The act of Congress approved April 24, 1800, which " which cannot jump over also "April" because it's another noun.
The second error is in the structure of the sentence: if you remove the "WHICH modifier" and "approved April(another mod) you are left with
C. The act of Congress and established.

A. Approved April 24, 1800, the act of Congress that made provision for the removal of the government of the United States to the new federal city, Washington, D.C., also established
D. Approved April 24, 1800, making provision for the removal of the government of the United States to the new federal city, Washington, D.C., the act of Congress also established


This is tough. I can say that you should be suspicious about the structure of D: "modifier, modifier, subject" (but this is not an error).

A properly identifies the act: the act THAT(<==defines which act) did X also did Y.
D (this is sneaky and BTW this is a 700+ level IMO) does not identify which act. It uses not essential modifier that hence can be removed without affecting the sentence, but if I remove those I get "the act of Congress also established" : which act? The meaning does change a lot.

In option A. Dont we need 'AND established' to say 2 things that act of congress did?
Not understanding how also established is making sense with act of congress.
