Torn between B and C I decided on C because ...interval of... is unidiomatic

Well, GMATT73 is right that "interval of" is not idiomatic (at least I think so). Maybe if you substitute "interval" with "time span", things will get clearer. So in B you would have "the time span of passing close to Earth", which lasts 76 years. I understand this as "the comet is close to Earth for 76 years and after that it's not close anymore", which is not the intended meaning of the sentence.
