"made possible" can only be followed by "by".
so B or C
C is wrong because "and also" should be follow by "by" again, which is not there,
so should be B

I think the correct idiom is "made possible BY", so that eliminates A, D, & E.
Choice C has the unnecessary word "also"; I think this choice would also mess up parallelism. If we're going to say "made possible by...", shouldn't we use "by X and BY Y"?
So we're left with (B), "by both X & Y".
