I choose E.
A. The money Landis used was not his own money. We cannot assume from the passage that the money Landis used was his own money, so this is out
B. It is immoral to spend money on luxury items when there are people who lack basic necessities. This is not assume, this is stated in the passage
C. Landis knew about or participated in the decision to redecorate his office. Out of scope
D. Every public official has an official duty never to perform immoral actions. Out of scope
E. Had Landis not spent the money redecorating the office, it would have been used to help alleviate poverty in the city. The last part of the passage stated, "spending $10,000 so frivolously is clearly immoral when so many people in our city live in poverty", so we can assume if he didn't spend $10,000, the money had gone to help alleviate poverty in the city.

Author's Conclusion: But Landis is guilty of such a violation regardless of the money's source.
A - If he got a donation from some benefactor then so what? Does this make his spending moral? No. This option doesn't affect the conclusion.
B - This option gives us the definition of immoral which is NOT TRUE IN GENERAL- are all rich people immoral if they spend their money on jets and yachts when there are so many poor people in need? We cannot apply the definition universally. Therefore, this option is incorrect.
C - This option gives no new information - we are already told that Landis decorated so it is implied that he knew about it and/or participated in decision-making. Incorrect.
D - Knowing that every official must not be immoral makes the actions of Landis immoral? Yes. The last sentence "Spending $10,000 so frivolously is clearly immoral when so many people in our city live in poverty." is the premise and we cannot attack the premise that other options are doing. By stating the definition of immoral, we can support the author's conclusion effectively. Basically, we are saying the rules say it is immoral to spend frivolously therefore Landis acted immorally. Correct.
E - This option gives us an alternative plan. He had 2 choices to use the money, if he chose to benefit himself, is he immoral? No there could be 4 alternatives on where to spend money so not choosing the alternative plan doesn't make Landis immoral. The assumption that supports is never an alternative plan. Incorrect.
Therefore, option D is the correct answer.
