Usually, schools do accept either GRE or GMAT for PhD in Business related fields.
Sometimes they do have preference for one test over another and state that on website, but still do accept them both.
Sometimes, but rather rare, for particular department they accept one but not another, again that will be stated on website.
Preference actually doesn't mean much, it just means that people from admission committee are used more to one of the tests in past, however there is conversion table available, so both test scores can be compared very easily.
What is actually important to you if both test are accepted for your desired schools, is to decide which one suits you better.
I personally prefer GMAT over GRE, to me GMAT is more business related test, doesn't bother me with learning 1000 relatively obscure words for vocabulary part, I like doing math by hand, I really do like doing CR part etc.
I am into Finance so GMAT test makes more sense to me.
For Organizational Behavior as more social science could actually be other way around, or your personal preference maybe different than mine, maybe you like GRE more, having calculator option available etc.
You should take both mocks (GRE and GMAT) if you already didn't and decide for yourself, again if both are equally accepted for your targets.
