Question tells us all a, b, and c are -ve. Also given |a| > |b| > |c| As on divison -ve sign will cancel out so we need not bother about sign. In effect biggest number divided by smallest will be the largest ratio.

Does any body know where can I find some good practice questions for inequalities???

Maybe you can try the Manhattan book for inequality? I haven't tried that.
I also found the inequality question quite tricky. I did not read the Manhattan book. My appraoch is to do more. If you made it wrong, read the explanation, make sure you fully understand.
