I can’t see what is awkward about C.
What is banned? it is the law. Therefore what is the harm in putting them together? Your version gives the feeling that it is the schools that are unconstitutional.
In D, if you make the law as the subject, then you have to put it in a passive voice sentence. Will it be better than C, which is in active voice?
