It's a bit hard to tell from the wording of the question what it's asking for, but I'd imagine the question is asking for the duration of the actual flight, accounting for the bad weather and the reduced speed, so as I read it, I think the answer is probably meant to be 1.5 hours.

Distance = 600
Speed = X
Reduced speed = X-200
ATQ, \(\frac{600}{X}\)-\(\frac{600}{X-200}\) =\(\frac{30}{60}\)
proceed till you find X = 600
Duration of the flight = \(\frac{600}{X}\) = \(\frac{600}{600}\) = 1 hour
